Submitting Eagle Project Proposals, Eagle Rank Applications, other Advancements, and Training Issues

Due to the reduction in office staff, advancement issues for any rank including Eagle Scout project proposals or Eagle Rank application verifications need to go to Jennifer Fox. All advancement, Eagle Scout related items and training issues are handled by appointments only on Tuesdays or Thursdays between 9am and 3:30pm. For Eagle project proposals, generally, it takes 3 – 5 business days to complete this process; you will be told at drop off when to expect the workbook back. After this time, you can schedule another appointment to pick back up the project proposal and approval letter.

 

When a Scout has completed everything (project, workbook and all merit badges) and is ready for their Eagle Board of Review (BOR), the Eagle Rank application must be brought into Jennifer for verification. Jennifer does not need the complete Eagle workbook; the Scoutmaster will need to review the workbook to ensure it is ready for BOR. The application must be completed in its entirety, including signatures in order for her to verify. If there are no issues preventing the approval of the application, it will be verified, signed, and returned during the appointment. To schedule an appointment, to have the Eagle Rank application verified please email Jennifer at jennifer.fox@scouting.org. If you are under 18 years old, please copy a parent, legal guardian, or Scoutmaster to any emails. Appointments are scheduled for a Tuesday or Thursday between 9am and 3:30pm.

 

Once a Scout has the approved application back from Jennifer, the Scoutmaster will then contact the District Eagle Chair below for your specific district to schedule a BOR.

BOR’s are generally scheduled at least two weeks out. Some District Eagle Chairs may ask you to scan the entire Eagle project workbook including approved Eagle rank application and life statement to them so they can review for accuracy prior to the BOR. The District Eagle Chair will work with the Scout / Scoutmaster on a case-by-case basis if you're unable to scan the booklet to them via email. The Scoutmaster should continue to hold onto all letters of reference until the BOR.

 

If the Scout successfully pass their Eagle BOR, then the Eagle BOR chair will bring all Eagle related documents (your notebook, application, reference letters, etc.) to the Council Office for final Council signature and processing to the BSA National Office. Expect at least 8 to 10 weeks from the time your district hands the paperwork into the Council Office until the time your Eagle Rank certificate (credentials) is received by the Council Office from the BSA National Office. During this time, you are not officially considered an “Eagle Scout” as final approval is given from the BSA National Office. This is only guaranteed upon the receipt of the Eagle Scout certificate (credentials).

 

After 8 to 10 weeks, the Scout, parent or legal guardian, or Scoutmaster can follow up with Jennifer Fox, Council Registrar via email (jennifer.fox@scouting.org) to see if credentials have been received. If received, then an appointment can be scheduled at that time with Jennifer Fox on Tuesdays or Thursdays between 9am and 3:30pm to pick up the credentials. If under 18 years old, please copy a parent, legal guardian, or Scoutmaster to any emails.

 

After Eagle credentials have been received, the unit should work with the Scout and parents or legal guardian to hold an Eagle Court of Honor and present the award. You can begin “planning” the event prior to receiving the certificate, but an actual Court of Honor date cannot be scheduled until the Eagle Scout Certificate (credentials) have been received at the Council Office from the BSA National Office.
